Carlos Pereira Martins participou na " High-Level Conference, Implementing Single European Sky ", em Budapeste




Implementing Single European Sky Conference - Budapest: -Report by Brian Curtis, Carlos Alberto Pereira Martins and Antal Csuport

The aim of the Single European Sky Program is to considerably improve the efficiency and competitiveness of Air Traffic Control in the Continent, which is a common interest of each member of state and indeed all of the service providers. It is only by collaboration and closer working together that this objective can be achieved.

The conference was opened by Mr Pal Volner (Hungarian Minister of State for Infrastructure) and Mr Siim Kallas (Vice President of the European Commission in charge of transport). Contributions were made by all of the various stakeholders and social partners but the main contributions, which spelt out the key issues were made by Mr David McMillan (Director General of Eurocontrol), Mr Peter Griffiths (Chairman of the performance review body), Mr Matthias Ruete (Director General of mobility and transport D.G. Move European Commission) and Mr Patrick Goudov (Executive Director, European safety agency).

As the conference proceeded, all of the speakers contributed quite naturally from their own perspective outlining the problems of their own organisations. However, it became clear what the key issues were.

Implementing the Single European Sky programme is an ongoing process and from the outset the master plan was based on growth of traffic flow, but due to several contributory reasons, not least the downturn in the economy the growth factored in for 2020 is now likely to be achieved no earlier than 2025. The master plan is performance driven and relies on enhanced co-operation between Member States and Industry Stakeholders. Another key element in the process is regulation and therefore the relationship between the performance review body and Eurocontrol is of paramount importance.


It was made plain that standing still is not an option and changes have to be made. In terms of changes to working practices, good industrial relations are essential. This can only be achieved by proper and ongoing consultation in the true meaning of the word. Up to now, consultation in some member states has not been all that it should be and this has led to industrial action both official and un-official. Going forward good social dialogue is imperative if we wish to avoid these problems in the future. The workers in the industry are key assets and changes to working practices unless they are handled considerately can lead to industrial unrest.

This whole debate has to take cognisance of the need to constantly bear in mind the need to control carbon emissions and along with all of the other key points targets backed up by key performance indicators must be subject to constant monitoring and regulation.
